Kelingking Beach Glass Lift (Bali) Faces Legal Setback

Efforts by the Bali Provincial Government to dismantle the glass lift project at Kelingking Beach, Nusa Penida, Klungkung, have encountered a legal setback. The Denpasar Administrative Court (PTUN Denpasar) has granted the lawsuit filed by PT Indonesia Kaishi Tourism Property Investment Development Group, the investor behind the project. The decision in Case No. 17/G/2026/PTUN.DPS was delivered through the e-Court system on Thursday, September 3, 2026. In its ruling, the panel of judges annulled a letter issued by the Head of the Bali Provincial Public Order Agency (Satpol PP) dated November 27, 2025. The letter had previously ordered the suspension of activities and the dismantling of the lift construction. In addition to annulling the disputed letter, the court ordered the defendant to withdraw the letter and pay IDR 11,988,000 in court costs. The full legal reasoning behind the court's decision has not yet been publicly explained in detail. However, the ruling is not yet legally final (inkracht). The Bali Provincial Government has confirmed that it will pursue further legal action. Head of the Bali Provincial Secretariat's Legal Bureau, Ngurah Satria Wardana, together with Bali Satpol PP Chief Dewa Nyoman Rai Dharmadi, confirmed that the provincial government will file an appeal within the 14-day period provided under the law.
