Bali's Suwung Landfill to Close by End of 2025, Redefining Waste Management

The Bali Provincial Government has formally announced that the Suwung Landfill will cease all operations by the end of December 2025. Governor Wayan Koster emphasized the necessity of this change, stating, "The permanent closure of the Sarbagita Suwung Regional Landfill will be executed as planned, with the aim of transitioning to more sustainable waste management practices."
As part of the preparatory measures leading up to the closure, the landfill has already begun to implement restrictions on the types of waste it will accept. Effective August 1, 2025, Suwung is no longer permitted to receive organic waste, thereby limiting its operations to non-organic and residual waste. This strategic adjustment aligns with the Minister of Environment and Forestry Decree No. 921 of 2025, which mandates the cessation of open dumping within a prescribed timeline.
In an effort to equip local governments for this major shift, the Bali Provincial Government has urged municipalities to bolster their waste management capabilities. The directive emphasizes the importance of utilizing TPS3R (Reduce, Reuse, Recycle-based Waste Management Sites) and TPST (Integrated Waste Management Sites) to effectively manage the incoming waste that will no longer be processed at Suwung. "We must prioritize optimizing the operations of these sites to ensure a smooth transition after the landfill's closure," Governor Koster remarked.
Dewa Indra, the Regional Secretary of Bali Province, echoed this sentiment, asserting the urgency of adhering to the outlined stages for effective waste management. The emphasis is not solely on closing the landfill but also on fostering a culture of responsible waste disposal among the local communities. This includes the acceleration of existing waste management initiatives such as the Bali Clean Waste Movement and restrictions on single-use plastics.
The impending closure of the landfill has prompted proactive measures from local environmental agencies. Recently, Made Rentin, head of Bali's Forestry and Environmental Agency, conducted a visit to a waste sorting station in Braban. During this visit, he reaffirmed the commitment to the landfill's scheduled shutdown and the need to explore alternative waste treatment facilities to diminish reliance on the landfill system.
As local authorities prepare for the operational limits imposed on Suwung, there is a palpable sense of urgency to implement alternative waste processing methods.
